Weather Links Updated

NOAA broke a set of links recently, so I updated the column of Recent Observations - NOAA to cover the change. WhIle I was at it, NOAA's hourly forecast pages came into view. Those links are now added to the Hourly column.

Please check the page and make sure things are working OK. Also, if you use your cell phone for weather, try the page there, too. I have not figured out how to keep the entire page visible when phones are vertical, but in horizontal position, the page should be in view.
