Busted Kiting in Rockville

I was looking at topo+satellite overlay on Google Maps for a decent place to kite near home and I see a couple of paragliders layed out. Looks like the satellite image is from 4/11/2015: https://www.google.com/maps/@39.0873964 ... a=!3m1!1e3

Btw, any recommendations for a kiting spot in vicinity of Bethesda ?
