I just read the summary, I'm not going to read the full hundred+ page manifesto. All I can say is wow.

My biggest problems:
-Daytime only: Night flying is a big thing, and very cool to watch if you've ever seen it.
-Max Speed reduction from 200 to 100mph
-17 years old... are you kidding me? Most of the best pilots are age range 14-16
-Aircraft registration/markings

Question: Does this apply to kites?
Next time you want to fly a flag, ask yourself: Is it worth the jail time?

The FAA doesn't consider "kites" that are tethered to the ground or tethered to an operator on the ground to be "aircraft." So this rule doesn't apply to them. Hang gliders and Paragliders are classified as "air vehicles" which are (arguably) a subset of "aircraft."

Flying a flag won't get you arrested under the FAA's rules although sadly one might run afoul of some homeowners associations.
