Ground Handle Point State Park Pitts?

Hey Guys, HAPPY EASTER

Was wondering if there would be any rules against ground handling in down at the point in Pittsburgh? I mean technically it is a park... i have seen kids down there with kites, aren't we just big kids with big kites? Just wondered if maybe I am over looking something that could get me in trouble.
