I've wondered about the same thing for years. However, scientists and even the military has explored the uses of weather to affect and manipulate human behavior for many years.

This may not be as far-fetched as you might think. Upon further investigation, I have discovered that there is a marked drop-off in the population's average IQ south of the Mason-Dixon line, which in modern times can be thought of as the great wall seperating Blue and Red states.
