New TFR Language

Anyone else see the High Rock TFR listed for this weekend? The language is very different from previous and makes it sound like hang gliding may be permissable if we call in first. Anyone else care to comment on what the changes may mean?

I think calling 1st is OK for those who also meet TSA security
requirements. HG (and all others mentioned in para 4) are not OK
unless we meet TSA requirements. Which I guess we don't. My
interpretation, only.
The sure don't make 'em easy to read.

I called the number and a SS guy told me that you have to have papers on file with the FAA.
