When the USHGA (Is it stilll called that?) added the tow launch method to the card, my card also indicated no sign-off for either method. I simply called them and told them I was both FL and TOW qualified. They sent me a new card with both launch methods signed-off.
Guess that was in a kindler and gentler time.
